Donald Trump like Ted Cruz, Rand Paul and Ben Carson in their Presidential campaigns is proposing abolishing the Payroll Tax that pays for Social Security and Medicare and instead paying for these Programs out of the General Revenue Fund, this sounds good to low information voters, the reality is that Franklin Delano Roosevelt (A Giant among Men) wanted Social Security to be completly seperate from the Federal General Revenue to stop Politcians from meddling with it, which they have done anyway which began when Reagan began borrowing from the Social Security Trust Fund, if Social Security begins being paid out of the General Revenue then It will not exist in the near future.
