Nothing can change in US politics if voter turnouts for the Legislative Branch of Government is only one-thrid of eligable voters, out of those one-third if you take into account gerryandering and Voter suppression probebly only 15-20% of the US electorate are ideological right-wingers, even few truly understanding what they are voting for.
Australia made voting mandatory in the 1920s after a Parliamentary election had a 53% turnout, that is higher than any US mid-term election in the last 100 years.
Presidential elections are around teh 53% mark, maybe 3-5 points higher, during the late 19th Century turnouts for Presidential elections were arond 80% keep in mind only Men over the age of 21 were allowed to vote then, and there was much voter suppression nthe south.
Bernie Sanders has introduced many bills to make voting easier, A Constitutional Amendment that would mandate the Federal Government implement Automatic Voter Registration, a Public Holiday for Elections, Ranked-Choice Voting, A Ban on Corporate Donations.
The last time voter turnout was this low, the U.S. was fighting WWII
